I got this email forwarded to me, reminded me of this sheriff. Wanted to get your take. Personally, sounds good so far...
Sheriff Joe Arpaio (in Arizona) has created the "tent city jail":
He is proud of having lowered the cost of feeding inmates in his care. Though assorted news articles quote slightly differing figures, a 40¢ per serving expenditure is the one most often touted. "It costs more to feed our police dogs than our inmates. The dogs never committed a crime, and they're working for a living," Arpaio said.
He stopped smoking and porno magazines in the jails. Took away their weights. Cut off all but "G" movies.
He started chain gangs so the inmates could do free work on county and city projects. Then he started chain gangs for women so he wouldn't get sued for discrimination. He took away cable TV until he found out there was a federal court order that required cable TV for jails. So he hooked up the cable TV again and only let in the Disney channel and the weather channel. When asked why the weather channel he replied, so they will know how hot it's gonna be while they are working on my chain gangs.
He cut off coffee since it has zero nutritional value. When the inmates complained, he told them, "This isn't the Ritz/Carlton. If you don't like it, don't come back." He bought Newt Gingrich' lecture series on videotape that he pipes into the jails. When asked by a reporter if he had any lecture series by a Democrat, he replied that a democratic lecture series might explain why a lot of the inmates were in his jails in the first place.
More on the Arizona Sheriff: With temperatures being even hotter than usual in Phoenix (116 degrees just set a new record), the Associated Press reports: About 2,000 inmates living in a barbed-wire-surrounded tent encampment at the Maricopa County Jail have been given permission to strip down to their government-issued pink boxer shorts. On Wednesday, hundreds of men wearing boxers were either curled up on their bunk beds ! or chatted in the tents, which pink towels as sweat collected on their chests and dripped down to their pink socks. "It feels like we are in a furnace," said James Zanzot, an inmate who has lived in the tents for 1 ½ years. "It's inhumane." Joe Arpaio, the tough-guy sheriff who created the tent city and long ago started making his prisoners wear pink, and eat bologna sandwiches, is not one bit sympathetic He said Wednesday that he told all of the inmates: "It's 120 degrees in Iraq and our soldiers are living in tents too, and they have to wear full battle gear, but they didn't commit any crimes, so shut your mouths!".

inmates probably get better health care then you, 3 square meals, they can work out all day and join a gang... SO now they're healthy and bigger so they can commit more crime when they get out or get younger kids into the gangs. Our military's boot camp is rougher then jail....

Is that what's he's saying? I read it as he blames Democratic social policy...such as their position on education, welfare, etc etc. That's another topic, though.

Arpaio had claimed that his plan to pack the jails and make them places of punishment--rather than simply detention centers for people awaiting trial--would do just that. Arpaio would make the jails so miserable, inmates wouldn't want to come back, so they'd stop committing crime.
Arpaio was confident that his policies--rotten food, no cigarettes, pink underwear for men--were having a measurable effect on inmate recidivism. So last year he hired ASU professors John Hepburn and Marie Griffin to study the return rate.
The one thing that is of clear benefit is that his costs of running the tent city are incredibly low. However, lawsuits from people being mad at his policies cost money. I can't find a source of the lawsuits' cost being greater or less than the savings of the tent city. Nothing gives figures on how much money is saved because of the free labor, either.
If anyone can find some numbers, would be good.

I hate seeing things with inmates having their own personal TV's, radios, cable in their own bunks, free healthcare, and all these other nice goodies a lot of NON criminal citizens can't enjoy. Most places it just seems like a vacation... or staying in a hotel. It's supposed to be punishment darnit.

I wonder if the recividism rate is just back to his jail or to the prison system in general... Usually hardened criminals just come back no matter what the circumstance was in jail. I'm no psychiatrist, but I figure there's a recalcitrant element in any society that cannot be rehabillitated.
I also wonder if there are state-mandated programmes for literacy and basica mathematics there.
I don't doubt it's effective, but I wonder about the jiggering of numbers.
And Agustin, I've seen the remains of a Gulag in the Ural area of Russia, I haven't seen the Siberian ones though.. reputedly the worst.

If the sole purpose of incarceration was punishment, I would imagine we would spend considerably less time worried about reforming people. We would bring them in, torture them, make sure they got punished real good, and then release them. It's always been my understanding that the jail system was more about reform than punishment...

Well punishment and corrections yes... (bear with me, I'm not with it TOTALLY today and left that part out).
My point was... it shouldn't be like they're staying at a fancy hotel. If it's not punishment to them, they're not going to care whether or not they come back... and they're not going to give a rats arse about "reforming" or "correcting" themselves and actions that landed them there to begin with.
If I did something wrong to land myself in prison... and it was a fairly pleasant experience... i'm not going to care if I go back or not... and am not going to do anything to "correct" my behavior.
If I did something wrong to land myself in prison... and it was a horrible experience... I'd be more apt to reform and "change my ways" if it was something I never wanted to experience again...
see what I mean? Some humans don't give a rats arse anyway whether or not they land in prison... and won't learn irregardless. BUT there are I'd assume a decent number of people who hate prison, and want to never have to go back there again.

That sheriff is the only one in AZ with a high school diploma program. That means a) he's ahead of the game in AZ and b) AZ prison system is ALLLL about the punishment.
So obviously, AZ has problems with their corrections system.

ALL prisons should be like this. The only rights you should have is three meals a day
and basic health care and basic shelter all of which are being provided.

I agree with most of what this guy is doing. It's not so much of a "I think they should be punished" point of view. I just think that they have too many perks. I think that there should be humane conditions in prison but the quality of life should be pretty basic.

personally, murderes and thieves, should be punished, thats why we have jail, for punishment and uh "redemption" you know the PC side of jail.

Theives can make restitution, and there are more drug offenders than petty or grand larcenists or fraudsters in prison by a long shot IIRC.
Murderers, rapists, and child molesters are the few people that really are the hardest to rehabilitiate, and the latter 2 are the most likely to re-offend. I'd say life imprisonment is a good idea in those cases.. not for punishment because I think that's pretty petty... no, containment and protection of the people.

I think the big question is, what constitutes "humane" conditions.
I don't think TV, etc, is necessary for humane conditions, nor is the color of someone's clothes. If the wearden wants to dress the convits in pink with bunny, dycky, and barney the dinosaur print clothing, my only question is if he's getting the best value for my tax dollar.
I think it's should be that if you're in prison, for your sentance you will be forced to some form of labor, you will have to geteducated and rehabilitated, but you will be provided with adequate food, clothing, shelter, and excercize. The forms that those come in are irrelevant, as long as it is not construed as prisoner abuse and the form does it's job of nutrition, bodily proctection from the elements and concealment, a clean place to reside, and keping your body from atrophying.

This is what's wrong with this country. You should care because most of these people will make it back on the streets, in your neighborhood, at your mall, at the local grocery store, etc. Believe it or not, alot of people come out of prison worse people than when they went in.
Also, remember that the greater the punishment, the greater the resistence. You would think that the middle east would probably have virtually no crime, but guess what, they do. It's very corrupt over there despite their very harsh punishments, like cutting off hands for stealing for example. - Actually, that might be a little dated. I've heard that said many times, but I'm not sure it it still goes on. Still, there punishments are far more harsh than ours, yet the same crimes are commited over and over.
Listen, I'm not trying to say that prisons need to be a resort or anything. I'm just saying that we're all going to have to live with these people when they come out and would you rather deal with someone who was rehabilitated, or someone who was raped in prison, beat by guards or gangs, etc.

Prisoners should not be able to get for free, what I have to bust my ass for everyday as a free man! I agree with everything that this guy is doing, and hope he can think of even more inventive ways to punish these criminals. Rehabilitation doesn't work as you can see that most criminals are repeat offenders. My mother never tried to rehabilitate me, she busted my ass and I never made that mistake again.
